Political & academic freedom in Commonwealth Africa in the Year of the Youth. \nSpeaker: Professor Dr Stephen Chan OBE\, Professor of World Politics at SOAS\, University of London. \nWhat goes on in African universities today shapes the future of countries tomorrow. \nCommonwealth Africa now reflects the diversity of Africa as a whole – former Francophonic and Lusophonic colonies are now members alongside the Anglophonic ones. All cohere in a drive for education and an urge to make free choices. In parts of Africa\, academics are a persecuted minority – informed criticism makes professors – and students – vulnerable to persecution and abuse. Academic freedom and political freedom coincide. In Europe\, academic freedom was the very first civil liberty. It remains a key civil liberty in Africa today. And free expression in higher education helps form the next generation of leaders. But this next generation is frequently resisted by gerontocratic and technophobic existing leaders with vested economic interests in retaining power. \nA clash of generations\, a clash of views on freedom of expression. Academic freedom helps future leaders to support free expression in society at large. The education of young women leads to changes in views of gender roles. \nProfessor Stephen Chan has published 37 academic books\, many of them in-depth studies of African Commonwealth countries. DESCRIPTION:In London\, Commonwealth Day 2023 will be celebrated with a multicultural\, multi-faith Service held at Westminster Abbey. This public event\, live broadcast by the BBC\, celebrates the unity\, diversity\, and linkages of the modern Commonwealth of Nations. It seeks to foster greater understanding of the Commonwealth’s achievements and role\, particularly amongst its young people who comprise over 60% of its population. \nCentred on the Commonwealth theme of ‘Forging a sustainable and peaceful common future’\, the Service features a vibrant mixture of testimonies\, performances\, and readings from different parts of the Commonwealth. The event will also feature a procession of young flag bearers representing each of the 56 nations of the Commonwealth. Earlier in the day there will be a wreath-laying ceremony at the Commonwealth Memorial Gates\, and a flag-raising event for the Commonwealth Flag for Peace. \nThe service is attended by HM King Charles III as Head of the Commonwealth\, senior members of the Royal Family\, the Commonwealth Secretary General\, members of the Diplomatic Corps\, UK Prime Minister and representatives of UK Government and Opposition\, representatives from Commonwealth accredited organisations and UK school children. \nAttendance is by invitation only. \nThe event will be broadcast live from Westminster Abbey on BBC One at 2.15pm BST\, in the programme: ‘A Celebration for Commonwealth Day.’ \nIf you are outside of the UK\, the service will be available to watch on the BBC’s YouTube channel.

DESCRIPTION:‘Soft power in the contemporary Commonwealth: Approaches\, Opportunities and Challenges’. \nOne-day online conference/symposium hosted via Zoom by Institute of Commonwealth Studies (ICwS)\, University of London. \nThe Commonwealth has been described as ‘the soft power network of the future’ (former UK Minister of State\, Lord Howell\, 2012). Beyond the UK\, ministries and diplomats across the Commonwealth\, including in India\, South Africa\, Australia\, the Caribbean and Pacific island states\, have also paid renewed attention to soft power\, in combination with hard and smart power\, and to the ability of multilateral diplomatic networks such as the Commonwealth to attract and sustain membership\, or to relay their interests and concerns. \nOn Commonwealth Day 2013 (11 March)\, Queen Elizabeth II signed the Commonwealth Charter\, the result of wide-ranging consultations across the governments\, associations and people of the Commonwealth\, after the Eminent Persons Group on Commonwealth reform first promoted the idea of a single\, non-binding document outlining the Organisation’s fundamental principles and values. At the heart of the Commonwealth Charter is the hope that the Commonwealth\, as a voluntary intergovernmental association and as a people’s network\, can itself wield distinct soft power. And yet ten years on\, evolution of the Commonwealth and tensions on the global stage – including the resurgence of geopolitics\, military conflicts and the unwillingness of governments to abide by net-zero by 2050 – have raised questions about both the ability of the Commonwealth to live up to the values of its Charter\, and the place of soft power in international politics. \nTo book follow the link here. \nA provisional programme can be viewed here. \nThe ICWS is the only postgraduate academic institution in the United Kingdom devoted to the study of the Commonwealth and its member states. It is also home to the longest-running interdisciplinary and practice-orientated human rights programme in the UK. In addition to its established historical research\, the ICWS focuses on current challenges confronting Commonwealth states and societies\, providing evidence-based policy recommendations to contemporary problems.

DESCRIPTION:‘The Commonwealth Charter and its contemporary relevance’. \nHybrid event: In-person (booking required) in IHR Wolfson Room NB01\, Basement\, IHR\, Senate House\, Malet Street\, London WC1E 7HU & Online-via Zoom \nKeynote Lecture as part of the Soft Power in the Contemporary Commonwealth Conference. Speakers: \nHon. Michael Kirby (former Justice of the High Court of Australia) \nRt Hon Sir Malcolm Rifkind (chair of the Committee investigating Commonwealth Studies at the University of London.) \nIn 2009-11\, the Hon Michael Kirby served as a member of the Eminent Persons Group (EPG) of the Commonwealth of Nations. The group was chaired by Tun Abdullah Badawi (former Prime Minister of Malaysia) and included 10 noted luminaries of the Commonwealth\, including Sir Malcolm Rifkind (former British Foreign Secretary). \nThe origins of the Commonwealth Charter were somewhat unpromising – drafted by Michael Kirby on a long plane journey back to Australia\, using airline paper napkins to record his thoughts. The EPG agreed that his text should be included in their Report which was released at the CHOGM in Perth in 2011. It eventually came into effect with the approval of all Commonwealth countries. \nThis lecture will describe the unpromising origins\, its contents and prospects. Strengths and weaknesses of a soft power document of this kind will be explored. It is Kirby’s belief that\, if the future of the Commonwealth is to be assured\, it must rest on universally endorsed values that can be enforced and influential\, rather than on purely historical considerations that are bound to be even more controversial. \nRegister for the event here. \nThis keynote event will be delivered in person in the Wolfson Suite\, Institute of Historical Research\, School of Advanced Study\, University of London. She is the first woman to hold this office in the organisation’s 115-year history. \nIn this lecture she shares a vision for the power of civil society and its ability to fight disease\, protect the environment\, encourage economic development\, and deepen world understanding and peace. \nRotary International is a global humanitarian service organisation with 1.4 million members which is accredited to the Commonwealth. It seeks to address the exceptional global challenges we face in all corners of the world.  Aligned with the SDGs\, Rotary’s Areas of Focus and humanitarian relief efforts have helped respond to Covid-19\, eliminate 99.9 percent of polio worldwide\, educate more than 1\,600 peace professionals\, and expand nature-based solutions to tackle climate change. \nAttendance at this event held at the Royal Overseas League is free.
